Under the cover of “domestic terrorism,” these accusations center on the charge that President Joe Biden armed national security infrastructure—more especially, counterterrorism tools—to support Democratic voter registration campaigns, so politicizing government institutions.

This vast, bureaucratically organized project was not a one-time occurrence. If Howell’s results are accurate, then by means of voter registration in favor of the Democratic Party, there is a systematic and intentional endeavor to change the result of the next elections. But this goes beyond forms and documentation here as well. This relates to the confidence Americans have in the institutions designed to serve the public but never intended to assist political parties.

This approach first gained popularity among what is now formally known as “Biden Bucks,” a moniker used to characterize federal money and personnel purportedly used to increase Democratic voter counts. These weren’t merely whispers or baseless gossip. Howell argues that these assertions are based on leaked government records acquired by the Oversight Project through an unrelenting search for truth.

The records expose a campaign claimed to be a part of a larger counterterrorism plan but apparently featured voter outreach as a major element. Indeed, voter outreach is incorporated into a counterterrorism strategy. The idea is startling and exposing. Originally meant to counter threats from organizations like al-Qaeda in response to 9/11, national security technologies were turned toward political goals. Anyone who supports constitutional government should be concerned about such instruments being used to support voter registration campaigns in Democrat-heavy regions.

According to Howell’s team, the most incriminating proof comes from what is still buried behind layers of executive privilege and bureaucratic opacity—most famously, within the Democratic National Committee (DNC)—not from what has already been unearthed.

Systemic Coordination Between Several Federal Agencies

The scope and extent of the operation in Howell’s research are among the most disturbing elements. There was no renegade department deviating from plans. Involving almost every facet of the federal government, this was a full-fledged inter-agency project.

Allegedly urged to include voter registration into their routine operations were the Department of Housing and Urban Development (HUD), the Department of Health and Human Services (HHS), the Small Business Administration (SBA), and many more. Not in an impartial, civic-minded manner—but rather focused especially on groups more likely to vote Democrat.

Not for philosophy but for votes, prisons, food banks, low-income housing complexes, and even Native American reserves became the new battlefields. Workers were urged, if not specifically directed, to concentrate their registration campaigns in mostly Democrat-leaning areas. Districts inclined toward Republicans? Discussed. Ignored

Here we are witnessing a strategic weaponizing of organizations sponsored by taxpayers for political advantage. It went beyond merely raising voting turnout. It has to do with managing the result.

Federal Resources as Political Exchange Value

The accusations do not stop with interagency coordination. Cases when U.S. Marshals were utilized to register captives who hadn’t even been convicted have been recorded by Howell’s team. Concurrently, areas like Detroit, long-standing Democratic strongholds, saw federal field offices transformed into voter registration centers.

Areas leaning Republican did not reflect these initiatives. Conservative portions of the Midwest or rural Texas lacked similar outreach initiatives. The selective nature says volumes. Under the cover of public service, this was a deliberate, data-driven political operation—not a civic campaign.

This is not just unethical but also quite likely to be criminal.

Congressional Paralysis and the Campaign for Responsibility

According to Howell, Congress started to move, seeking responses and writing subpoenas. But, as is so frequently the case in Washington, such initiatives soon lost momentum. Partisan wrangling, bureaucratic stonewalling, and a dearth of media coverage all helped to define a congressional reaction that could only be called anemic.

Surface-wise, the sequence seems to be benign—even admirable. Deeper still, though, the political ramifications become shockingly clear. Not about enfranchisement here was this. This pertains to strategic voter mobilization in areas friendly to the Democratic Party.

The way this executive order permitted political manipulation under the cloak of legality made it so dangerous. It produced a top-down edict politicizing every executive branch government agency. And the government used executive privilege to keep the specifics hidden when inquiries started to surface.

Transparency is not what that is. That is tyranny presented in bureaucracy.

Cozy Relationship with Left-Wing Nonprofits

The relationships between the federal government and openly partisan nonprofit organizations also greatly upset me. FOIA inquiries and current lawsuits suggest that cooperation between these groups and federal agencies was methodical rather than haphazard.

Howell cites two schools on Native American reserves where youngsters allegedly received instructions to send voter registration forms home to their parents. The goal was voter turnout in areas mostly in line with the Democratic program, not universal civic involvement.

Every foundation of democratic fairness is undermined by this kind of political targeting through “neutral” groups. It implies that ideologically linked nonprofits whose goal was to turn the federal government into a campaign tool were co-opted not only by political players but also by ideologically driven government departments.

The Reality Underlying Executive Privilege and Obstruction

Using executive privilege, the Biden administration has thus far hidden most records of these initiatives. Although every president is entitled to some degree of secrecy on areas of national security, this government seems to have extended that privilege to cover what would constitute political sabotage.
